Blisters :(

I take it this is a respray job there was little white dots everywhere on the roof but theyve turned into these. They flake off and turn a sort of milky white colour when I tried to polish a little area.
I've washed and waxed them up until I can afford to do somethibf but how quick is this going to deteriorate. I don't know if the cars ever been resprayed In the past but it is 12 years old.
