Foggy car headlights… inside or outside

Hi , just emailed a car detailed regretting foggy headlights sorted..whatever I tried to do the issue keeps coming back I do rather than spending a fiver here or a tenner there on polish and wet n dry I thought I’d just pay someone ..

I sent him these pics and he said, at first anyway that he doesn’t clean the inside of headlights ? ( which is fair enough ) but surely the issue must be on the outside ?

What do you guys think ??

Looks outside to me but difficult to tell. Ive not done it myself but i seem to remember reading you need to apply clear coat after doing the hard work of polishing them or it just comes back.

Difficult to say from a photo alone, are both headlamps the same?

Is the surface textured or smooth?

If the UV coating has failed then a sand and polish will remove, if it is still there after this then the staining is on the inner surface.
