Drying Time If Ever Of Underseal

I've just finished the renovation on a V8 Sunbeam Tiger, total re-build complete however, one of the last operations was to finish the wheel arches, considering this car is spotless top and bottom, and I want to keep it that way. We prepared the wheel arches ready for painting, I know now I should have just used regular stone chip but no, we used underseal, does that shite ever dry? Its been on for two weeks and is still tacky, answers to these questions would be very useful!
1) Will it ever dry?
2) If it will not dry, can I paint over it with something that will dry?
3) Can I take the tackyness away with anything?
When considering the above please also consider that I want to keep this car spotless underneath after use and I dont want dirt sticking to tacky underseal.

Unfortunately underseal of the type i'm guessing you've used never dries, its ability to stay tacky means that if a stone hits it and goes through it sort of reseals itself.
If you are after a dry finish you're going to need to remove it and replace it with something like a stone chip coating. Removal is messy but reasonable easy, just white spirits or thinners on a rag and wipe it off, continue till all gone and then use stone chip, you can also colour spray over stone chip if you want a body colour finish in the arches.
