Wait to paint some plastic chrome effect trim pieces. I rubbed down with 240 but still shiny smooth so tried 180, its dull but I get the feeling paint will just flake off still. Planning to use a normal primer, base and laquer.

Anything other than a thorough 180 rub down needed?

Bleach. It's how you get the chrome off plastic model kits.

Primer for plastic will do a proper job.

There isn't any long term way to paint those parts I'm afraid, the best you can do is really key it up with some scuff pads, lay down some plastic promoter and then you keep your fingers crossed, but basically it will never stick with any kind of long term certainty.

It will adhere, but I wouldn't give any kind of warranty, as at some point the paint will fail, its just life with those trim parts.

Although I'm a painter I would recommend getting bits like that wrapped rather than painted.
