well I've mapped the wheelbase and tyre size plus other data into a computer model and it's a 98.76% certainty it could be an early prototype for this....

Ford special, based probably on a pre-war Y type, judging by wheels and other details. Clearly home-built and a bit rough and ready, but I bet the chap had some fun with it. OP do you have any other details?
