This is some of the junk my grandfather wanted me to sell, I'm not sure what it is, I think it is something to do with a motoring organisation and the little numbers cirlces are years of membership?

Any enlightenment would be a help.

I'm fairly sure it's from the Company of Veteran Motorists, now know as GEM - the Guild of Experienced Motorists. The numbers are for the number of years you have driven.
