Are there competing systems to IPSGA that have much following?

There might be other names for 'systems' but they all seek to achieve the same thing.

The DSA use MSPSG for example.

IPSGA is perfectly sensible. It is just the degree of overlapping that tends to be debated.

Some drivers whom I admire routinely overlap brakes and gear-changing using heel and toe, and blend brakes into steering on arriving at a bend. I consider that this sort of driving can be systematic, even if not Systematic.

The problem is that some people never reach the point with 'The System' of knowing when and where you can overlap so continue to mechanisticly apply rigid separation of phases at all times. also people do given up when they find their tutor / observer wants them to do the rigid seperation thing and get good at that before putting things back together.
