I'm looking to get into Warhammer, and the Assault on Black Reach set seems to be recommended as a good way of starting out.

Would you go down this route yourself if getting started? And are there rules with regards to painting the models that they must be a certain scheme or can you be creative?

I'll no doubt have more questions later on laugh

Assualt on Black Reach is a good starting point, especially if you are going to play Orks or Space Marines as your main army. If you're new to the game I would recommend a generic Space Marine force (or Blood Angels) to start with, these armies are relatively easy to play (stay away from Eldar and Dark Eldar, hard to play).

AOBR gives you a rulebook, the full 40K rulebook is £35 on it's own.

You will need to budget for a codex and a further troops choice to make your AOBR army codex compliant. Most clubs/groups play games in the region of 1000-1500 points per side. The codex will advise you the points values of army units.

Regarding painting, really anything goes, yes some people get hung up on the background, but just go for what you want to do.
