Looks like it's been finished with a combination of paint/flour and a sponge. I always thought built models were worth pretty much nothing (I've seen way, way better models than these for sale at shows, for less that £5 in some cases.
At these prices you're into the better diecast ranges, and they are in a different league. Just shows that if there are two people who really want something, the winning price is anyone's guess.
