Megane Sport Front Shock Help

I snapped a shock and spring, now coming to replace them the hub bolt just won't budge.

However im not sure i even need to budge it.

The shock looks like this:



The slot makes me think its supposed to go over the bolt.



I've tried everything to budge the bolt, heat, cold, lots of preasure, impact wrench, big big hammers, nothing shifts.
