Side marker light

Hi all, My left rear marker lite is full of water. I removed the overflow tank, and found only a small hole...I suppose, to access the bulb. Do I have to remove the bumper to access the nuts that hold it in place? I suppose I can wait a few days, and it will fall off from the Factory installed rust.
