89 non SE vacuum information

I own a 1989 non SE with 31K miles. I cannot raise more than 11 inches of vacuum on the intake port. Gauge is steady. This is causing fuel pressure to stay up at 50 psi at idle and it certainly overfuels. Compression is 150 lbs across the board +/- a couple pounds. Cam timing appears okay as all the dots match up with the engine at tdc. It has had the timing belt done recently. No exhaust restrictions either.
I cannot find any major leaks between head and manifold or between throttle bodies and manifold. Doesn't help if I plug off the map and evap ports either. Can anyone verify what is normal idle vacuum for this car?
I've had it for a couple months now and just love it. But the poor fuel economy and high hc and co emmissions at idle are driving me nuts.

Sorry I can not help with the information that you require, but I am sure that you will not be alone with these problems and somebody will come to your assistance. I have about 12" Hg vacuum on my '93 SE and have poor fuel economy and a heater that does not work which I suspect are both caused by the vacuum pump.
