I've had the exact same problem on my 95 S4. Initially, the engine was running cold (about 60 deg) and bizarely turned out to be the head gasket gone! After that the car ran correctly at about 90 deg and the heater worked fine. But - a couple of weeks ago the same thing again! - plenty of blowing air but only a little heat. I've had the car checked over at my local Lotus garage and they've found no faults anywhere!! Sorry if this is totally useless info and won't help, but at least I can sympathise!?!
I had the same problem late last year. Some of this may be obvious (it wasn't to me), but...
1) The selector knob for defrost/fresh air should be at the 10/11 o'clock position and the temperature knob set for hot.
2) Close off the all of the dash vents...heat only comes out into the floor boards.
3) Is the electric vacuum pump working? I usually turn my ignition to "on" for a few seconds before turning her over, and I can always hear the vacuum pump buzzing away...can't miss it. That day, all was quiet...and was to be my second problem. No hot air blowing into the floor boards since a vacuum is required to move one of the ventilation flaps to direct hot air into the ducts. A new pump had things working fine for me, but check the fuse first.
4) The first problem I had was that the temperature control knob on mine had the cable snapped where it connects to the knob behind the panel. Reconnecting it solved that problem.

It was the cable on the selector knob on my S4, it didn't come off but it bent over when selecting heat. So you felt tension like it was working, but no heat. Pulling the radio out to gain access to it was all that was needed to correct the problem.

If the pump is running all the time a vac line is loose under (in USA cars) left side front near the center tunnel. Very small hard lines connected to a T. A give away is no heat to the center dash vents. Only the outside vents need to be turned off using the thumb wheels. the center dash vents are fully capable of blowing warm air. Also it be the mis alignment of the micro vac acutators that control the flap divertors that is located on a metal strap right behind the the radio. On pre passenger air bad cars an easy way is to drop the glove box liner out the bottom. I have had repeated disscussions on the HVAC of the Esprit on both this forum and Turbo list. If you need further help I can email exact directions to diagnose and repair these items.
