Securing spare wheels to trailer wheel rack

Very much a novice question which I hope some of you experienced hands will be able to answer easily - what's the best way of securing my spare wheels to my trailers high level tyre rack?

It's a typical high level rack with two lower bars that the wheels sit on and a higher bar that hinges down onto the wheels. It came with a long inch wide strap for the tying down, just not sure how best to use this, i.e. in and out of each wheel or what.

I just strap the hinged part down well and hope for the best

my minno trailer sued to have a security cable that locked to the tyre rack. use that and then ratchet strap the folding bar over
