On a more serious note, what the hell is/was it? At (very) first glance I thought it was a disguised prototype, then some form of early '80s kit car, then possibly a Capri or something which had been attacked with gaffa tape and sticky back plastic.

In answer to the original question, you'd have to track it since there is no/Bob Hope chance of it ever being legal to drive on normal roads.
