HR Failing to adhere to the fundamentals.

I have a grievance with a certain procedure that is trying to be implemented, I am not the only person who apposes it.
I e-mailed HR at my local office & head office regarding the issue, detailing point by point what I felt about it, including my thoughts on the local management handling of the issue.
The HR Director of my company has then read this e-mail, then copied it to my local management team, to say I am furious is an understatement.
I replied stating respectfully I would've liked to keep this personal issue within HR in confidence. To me they have failed me in the most basic of HR duties.
What are my options?? What would you do?

How is an HR person going to solve/facilitate the issue without involving the operation? A lot of the time HR doesn't have the answer but with the right amount of probing then the answer is retrieved from within the line.I e-mailed HR at my local office & head office regarding the issue, detailing point by point what I felt about it, including my thoughts on the local management handling of the issue.

If you have specific personal issues then it might not be possible to protect your anonymity. If your issue is to remain privy to HR only then it is never going to be resolved.
If you are unhappy with the way HR has handled it then let them know and set your expectation.
