Redundancy question

The wifebeast has an issue at work. The department she works for has recently announced a re-organisation with redundancies.
Her job appears to have been split into 3 with one of them being about 70% of her current role. This particular job seems to be the bulk of her current technical role with her people management tasks taken away.
While the bulk of people in the department have been mapped to positions in the new structure, she hasn't been and has to apply for this new post. Despite being a good performer (oo-er missus) she feels like there is a personal element to this from above.
Just wondered if anyone had a view on the legalities of this.

If 70% of her role still exists in a new role, then IMHO she should have been mapped straight into it - I'm used to applying a 50% threshold as a rule of thumb.
Worth pushing with HR, I'd say, to ask some challenging questions as to why she has been treated differently, and asking them to justify why the decision has been taken.
