Carpentry/joinery apprenticeships?

Just looking for a bit of advice for my brother.
He's currently doing his first year of Carpentry and Joinery at a local college and is doing VERY well, in fact he's close to finishing all his first year tasks well ahead of schedule and is getting to the point where he's going to have to start his 2nd year work early.
He's now desperate to go and get some proper experience through an apprenticeship, so he'd be doing 1-2 days at college and 3-4 on a site.
He's already sent out a bunch of letters to local builders in the area and while he has had quite a few replies, it's all been "We are very impressed by your qualifications to date, but at the moment we aren't looking to take on any apprentices, we'll keep your letter on file etc etc etc".
From what he's told me all the college has said is "Let us know who hires you" and that's it, no help with even pointing him in the right direction.
I was just wondering if there was some kind of....apprenticeship database? Or some website that can help him find a company willing to take him on? We're near Cambridge so would the County Council have a list of places that are taking on apprentices? Or is it currently a case of being in the "right place at the right time"?
