Am I expecting too much?

You may recall me mentioning a second interview involving powerpoint, well that's been and gone and wasn't too bad however something got my goat.
1st interview around the 20th March, answer within 24 hours that they wanted me for an 'urgent' second interview....'urgent' second interview around 21st April lasting a very intense half day with a panel of 5.
I decided to chase up said interview this week only to be told that it will be at least another 3 weeks before I hear anything as the HR Manager is on holiday??? So that will be over 2 months since 1st interview.
So for a role that I was told was in need of someone who could sart asap etc we get to this, am I being strung along?
My other quandry is that i've been offered something new with present employer (and no I hadn't mentioned I was thinking of going), but they want an answer by next week...quite a tricky situation.
Heads telling me stick where I am as they finally seem to have taken notice of me and are offering me things that make my current role more attractive?.
Please no-one think this is me talking myself up, just interested in other peoples take on matters

Don't do this.You should show a little more professionalism. If you accept the position at your current firm don't just walk out after a couple of months.

If I still wanted the other position I'd try to delay taking the promotion until the other was resolved. I would take it only to change my mind in a few weeks/months.
Been in recruitment for 20 years, a delay of this kind could mean that they want to explore the people Market a bit, sounds like they are buying time. You don't say how long you have been with current employer so it's difficult to offer advice, however it might be worth concidering the continuous employment aspect of your employer and one assumes you are now clear of any trial/probation period so your job should be reasonably secure compared to being the new kid on the block, which in the current employment Market is worth it's weight in gold. Take the promotion if you hate it then think about looking else where, better the devil you know at the moment

The OP should cover his position with the internal promotion. Companies who suddenly extend recruitment procedures with 'dead time' are usually ones who end up hiring no-one because they decide to do something different. But, if that job does come back to the table, the OP will have had the opportunity to have a taster of a better job with his current employer and can then make a full value judgement between the pay and job satisfaction levels of both roles.
Employment is a contract - simple as that. People should never get hung up on how their employer might 'feel' about them improving their lot.

Agreed 100%Take your promotion and then if the other company come back to you and its a better offer than you currently have and your sure that a job at the other company would be secure then go.
At the end of the day you work because you make your company lots of money and they give you a little bit back in exchange for your hard work, if you can find someone that will give you more money in exchange for said hard work then get gone.
You have no allegiences at all in life. If one of my staff did this I would be sorry to see them go but understand 100%
I think it's really bad form of the prospective new employer that they are delaying, and that puts out alarm bells in my mind. If the HR team are backlogged, then they are clearly in a fre fighting mode, which doesn't bode well at all. I'd be very wary of jumping ship and the new opportunity in the current firm would be featuring well for me...
Well finally had a reply today from the agent handling all this which left me slightly bemused but much as I expected in that i've been strung along. (anything relating to the location obviously has been taken out)
Here goes:
I’ve spoken with ***, and the problem we have is as follows.
Due to a change in company strategy they are now being forced to go through the process of recruiting internally in preference of bringing on new people.
If they cannot find suitable internal candidates, then they can request to look externally.
Unfortunately this now puts us in the difficult position that they cannot offer a position until they have done this.
My feeling is that they will also be pushed by higher management to take an internal person.
Whilst *** are not saying they don’t want you, it means that they cannot offer you anything, at least until this process has been completed.
All I can suggest is that you continue with your current company, and I will keep you informed of any changes.
I can only apologise for this, but my feeling is that they will end up having to take an internal candidate
