Forecasted work load shows not enough work for the 14 members of staff currently employed by a regional office of a national company. The company comes up with a restructuring programme which will make 7 people redundant. They go about this by giving notice to everybody and then you can reapply for one of the 7 available positions. Problem, only one person reapplies the other entire staff join a rival company.

I'd suggest not all 14 people are doing the type of work which has gone away so that the pool need not be all 14 people. You need to identify the pool; devise a selection criteria; notify those in the pool that they are at risk; go through the process of scoring individuals; inform of the outcome.Why go to the trouble of 're-applying' as you will still need to differentiate and justify the re-recruitment.
Those who have joined another company have effectively resigned.
