D32/D33 was a qualification for assessors, By assessor i mean assessing and in some cases training candidates in Btec, NVQs etc, The D32/D33 has been updated to what is now the A1. This award is achieved by first having a number of years working in the chosen field followed by assessor training, you then have to put at least 2 candidates through the NVQ and have the work both you and the candidate has done verified by first an IV (internal verifier) then the EV (exturnal verifier) who works for the awarding body (Edexcel or EAL.
