E46 M3 build dates?

I have a nasty feeling the E46 M3 went on sale on 15/03/2001 - only a fortnight after the new VED banding cut off and therefore susceptible to all the new tax. bks.

What are the new VED rules? I know my car is of such and age that 12 months VED is £300! Older models are what, £165?
