I would really like a set of these wheels, but what did they come on? Just a V/S-spec option or something else?

Standard silver/grey ones were fitted to the UK 1.8is. Not sure if you're looking at chromed ones there. The chrome ones are listed as "'94 "M" 7-spoke polished alloy" here: http://www.miata.net/faq/wheel_weights.html

So possibly only on something from 1994?

I think they were on some of the V-Spec models.

I think they were on the V-Special 2 in 94 as I have one, but not with those wheels. MX5 Parts can supply them, but they're not cheap: £235.24 inc vat, per wheel, not set.

Get a second-hand set of 1.8is UK wheels and polish them till they're really shiny?

Keep an eye out for a set on a cheap spare or repair mx5, swap the wheels over and any other bits you want. Sell what's left. Might even work out that you end up in profit and with the wheels you want.
