Just refurbed my daughter's 2.5 and all is good, but the rear brakes really do not get hot only warm when the fronts are quite hot (urban check braking not panic stops).

Is this bias normal?

Yes the front brakes do most of the braking no real need for rear discs and pads it's just cheaper to manafacture and repair disc brakes than drums and shoes.

Mk2 (abs) - I've been through 3 sets of front brake pads in 3 years, on track and road. The rears I fitted 3 years ago have almost no wear. The rear disks wore by something like 1/10mm in that time.
