Mostly because that's the flattest part of the bumper so the easiest place to fit it. You can fit it below but it takes a lot of work heating/stretching/manipulating it to get rid of the creases and it's easy to cock it up and ruin the plate.
The badge has a pair of prongs that go through holes in the bumper. There should be some spring-clips on the back of these prongs holding it on. You have the choice of trying to prise it off and risk breaking the prongs or to find a way to get behind it to remove the clips (which still might break the prongs). There might be some sticky stuff on the back of the badge too (there was on my UK 98 Mk1).
