It also implies there is an objective, correct rating against which to judge them, which is obviously not true. I don’t like U2, but they’re immensely popular. Does that make them overrated? I suppose it is open to interpretation about what you mean by underrated:

Eddie Reader - everyone thinks of Fairground Attraction but she is stalwart of the UK folk scene and very underrated.
Pauline Black - never really got the recognition she deserved, along with Poly Styrene and Ari Up/ Viv Albertine of the Slits
As above, Jennifer Warnes - her album of Leonard Cohen songs (Famous Blue Raincoat) is superb.
Clare Grogan - never quite lived up to her potential but back in the day had a great, quirky voice.
Belinda Carlisle - everyone knows the poppy stuff but they never quite realise how important a band the Go Go's were.
