Good afternoon. I was wondering when I start the process for buying the kit do I have to buy everything in full or can I buy it over time?

I'm surprised that no-one has answered your basic question. Yes, you can purchase an RS in it's various stages. However to state the obvious, the clock is ticking ...... you have four years and ten months to build it and get it through the IVA test. You will not be able to register it in 2030.
Given Ultima's lead times you will need to get a move on. Even people who pour lots of hours into the build process typically take a year to complete the car. You also need to factor in the time span to get an IVA test and allow for a re-test.
You wouldn't want to be scrabbling around in 2029 !!!
When doing the costings, bear in mind the road tax figure (VED) as we get closer to 2030. This is very likely to be a truly eye watering figure.

As said above you can definitely buy as you build, the RS does come in bigger bundles of parts at a higher price, my body, wheels, screen etc has just arrived and took about 16 months approximately.
