Sony TV volume defaults to low volume when switched off/on

Does anyone know if this is normal behavior?
My Dad is hard of hearing and uses a soundbar which allows him to link his hearing aid to prevent him from blasting Mum's eardrums.
Anyway he has the TV volume up high and uses the set top box to adjust the volume as it gives them better control (set top box volume has more finesse and goes up and down in much smaller increments).
He texted me tonight to ask if there is a way to get the TV to retain the high volume level when switched off/on as currently it defaults to a much lower setting when switched back on again. I suspect this is by design to stop you accidentally switching the TV on and blasting the speakers to bits.
Anyway, the TV is a Sony kdl-40rd453. I've found the operating instructions and it doesn't mention this as a feature.
They live 200 miles away and are both in their late 70's so I currently can't just pop round and help him out.
Anyone know if there's a setting to fix this or if it's just a feature in most TV's so you don't turn them on at full volume?
