Looks like it's Whistlin' Diesel. He certainly doesn't need to go anywhere near a finance company to buy a measly $400k Ferrari. He owns several other supercars and if I recall, he bought a plane so he could destroy it. In fact that seems to be the main theme of his videos. It's not really any different to Top Gear, or The Grand Tour wrecking expensive cars whilst "testing" them.
I suspect there may be a bit of smoke and mirrors on the "buying brand new" part though, as there is on Top Gear. Its quite possible that the cars used are actually manufacturers development/ testing vehicles which have to be scrapped anyway.
The Top Gear where Clarkson buys a brand new Perodua Kenari with his own money and smashes it up outside the dealership because it's so horrible probably wasn't faked though - the £8k the car cost would be peanuts compared to the filming/production costs.

As others have said: it’s his car and he can do what he wants with it. Personally I find what he does all a bit sad due to the state of the world right now. It feels like rearranging the deck chairs on the Titanic. I wish the money could be put to better use and I wish people didn’t watch him in their millions to help pay for such waste. But I guess I’m a hypocrite for saying this as I used to enjoy watching Top Gear presenters do the same thing, although on a much smaller budget.

As others have said, he essentially buys expensive stuff, destroys it and makes a killing out of it.
He has a lot of "haters" - but he still makes money from them as they still watch the videos!
Would I do it if I was in the same position? Hell yes.

Kinda shows in one fell swoop all that's wrong with the world, really. The sort of thing that, albeit probably only very briefly, makes you a tiny bit embarrassed to be an over-fed Westerner indulging in a throw away society that values nothing. 'Using $35,000 trainers for work boots' is difficult not flinch at, both the blatant waste and the fact that such a thing exists in the first place
