What`s happened to our bush ?

This bush, not sure what its called?, has been in our garden since we moved here 30 years ago, always looked healthy.


This year its developed some sort of fungus on the leaves, with many falling off.


Have a look at the attached images. One close up shot looks like a spider`s nest? Can anyone identify the problem and tell me what to do.
I would appreciate any advice, thanks in advance.

Your bush looks hairy - that's not the modern trend

I think its mealy bugs or another insect that does similar. i don't think its a fungus. The dry weather will make it more vulnerable to damage as its stressed.
