Who Cut My Trees?

I have three fig trees in my garden. They're a good size, and contained within my garden, close to the fence on one side. They haven't been great for fruit this year, not as good as previous years. Over the weekend I was out unblocking the main toilet waste pipe when I noticed the tops of two fig trees have been chopped reducing their height from about two two-and-a-half metres to about 1.5 to 1.8m.
At first I assumed it was the gardener (he comes every Monday to cut the grass). He says he didn't chop, cut nor prune the trees. The prime suspect now is the neighbour. We have previous and I do not want to talk to him, besides, even if I tried to I'm not sure it will end well so it's best avoided for everyone's sake.
Whoever it was has probably done me a bit of a favour I suppose, or have they? I didn't ask, and by that I'm now thinking is there any way a neighbour can just take it upon themselves to chop the tops of my trees like that? What if he felt they were blocking light to something in his garden? Point of note here is that we are on a hill and he is downhill to me. As much as having a bit of my dad's way of dealing with such matters in me, I need to understand my position.
I need to know, for future reference, plus so that I know what to do if it was the other way around.

As far as I know, you can cut a hedge or tree if it over hangs on to your property, but you can't just lean over and start hacking away over the fence.
We have a hedge that belongs to a neighbour and it is now very high, I took about 2 feet off it this year and a lot off a tree in the middle of it, but I did go ask the neighbours first (elderly lady and her husband passed this year), even though they had said they wanted it shorter last year.

There's not any overhead lines in the vicinity? Every so often a tree surgeon employed by SSE comes along and trims back anything that's likely to grow too close the power lines. Pretty rural but guessing they must do this everywhere?

When they cut stuff, they are not subtle.
My money would be on the neighbour.
Maybe he'd like his car to be a coupe?

If you have garden waste bins and they haven't been emptied then worth checking them, lopping that much off will need to be disposed of.
