No requirement at all for it to be publicly accessible - the term bothy comes from the Gaelic bothan which just means hut or small cottage. It is obviously traditional that some bothies are used publically which lead to the creation if the Mountain Bothies Association but there are still loads of private locked bothies. Most farms here in Aberdeenshire have a bothy or two that was originally used as farm workers accommodation. Ours is hardly used these days but is quite a nice little place to sit with the fire on and have a few drinks.
Planning might be an issue OP but if you frame it right you'll have more chance of being successful. What you need is a "store for your tools" and "shelter for when you're working on your land."
