Downhill warning signs thingys

They are being numptified. Travelling to Built Wells from Llandrinod Wells and pass a triangular warning sign that warns you are going down hill. Not a problem as I have that sinking feeling, van pointing down, cars comming up etc. This sign has the 10% AND an arrow pointing down. Since when do you need the arrow?
Back in the mists of time when I sat my driving test, the guy was testing me on the signs after the driving bit (including a 7 point turn!) and he showed me the downhill sign.
Now yes I know it's blindingly obvious, but I thought, Oh Fcuk, does that mean up or down? So I said, full of confidence, "A steep hill".
Bloke just looked at me, and said nothing. Lump formed in my stomach. Logic: assume it's in the direction of reading ... "Downwards" I added, as though it was the most obvous thing in the world and I knew it all along ... tester smiled for the very first time.
But I agree, it doesn't exactly call for an arrow, if you're not sure then look at the road!
