Part Time Bus Lanes

My local council has just spent lots of time and money distroying a nice flower bed in order to widern the road, but then went and made the extra lane a bloody buslane
but on a positive note it's a 'Part Time' bus lane only in service between 7am-9am Mon-Fri and I only ever use the road outside these times so feel quite at ease trundling down the bus lane.
Only problem is 99.9% of drivers seem to be oblivious to the 'Part Time' bit and refuse to drive in the Bus bit no mater what the time, not a problem as it keeps the lane free for me, but how would you be fixed for the undertaking rules in free flowing traffic, as the bus lane is seperated by a solid white line i.e. no crossing, surely it's perfectly safe

Shouldn't need to overtake on the inside in free flowing traffic..

Queuing and slow traffic is an altogether other matter though.
I love part time bus lanes - they're the only thing that allow any real progress in most cities and one must be thanksful for the numptitude of the masses in making this concession to those of us with a clue
