Whose fault is it, when bad stuff happens?

In the olden days, when nasty people killed or harmed other people eg, parents killed a child, the perpetrators would be put on trial, found guilty (hopefully) and suffer the punishment prescribed by law at the time hanging, life imprisonment, incarceration in an institution.
Nowadays this still happens, but it doesn't stop there. Other people have to be blamed as well. For instance, social workers, health care professionals, the police etc etc. I'm not going to say that the people concerned shouldn't be asked if maybe they could have done something differently, but I am going to say that it strikes me as grossly unfair that government agencies and the people who work in them should be treated as if they were the ones who carried out the original crime. It's all very well for well paid academics to come along afterwards and say that this person should have done that, and someone else should have done this, hindsight is a wonderful thing.
Perhaps it should be asked how much each and every one of us is prepared to pay in extra tax to guarantee that no bad stuff is ever again going to be done by anybody to anybody. Until all the agencies concerned see a massive increase in their resources then perhaps we should stop blaming them when something goes wrong, and blame the people who actually did the bad stuff in the first place

Think half the problem is that
Things were much better than they are now. I mean back in 1900 things were marvelous. We didn't need to take nasty antibiotic medicine because we had hoeopathic remedies. Most children died young, or if they didn't they started work aged 7 so they were never a burden on their families, asking to go to university and suchlike...
Courts caught and convicted people without having to resort to making sure with fingerprints, DNA or video evidence.
You could leave your front door open, because everyone knew you, and hell you didn't ahve anything worth nicking anyway. Besides you couldn't aford a lock anyway.
Few people never caught nasty foreign diseases as they rarely left the village they were born in.
There was no nasty pollution, just piles of horse manure everywhere and the attendant rats, but thats fine because as we all know this is natural and wholesome.
The government was better then too, because only sensible people (ie male gentry) has the vote.
Wars were fairer then too, armies happily fought each other at close quarters, and anyway as a soldier you were more likely to die from some kind of pleasant disease in your sleep than sustain a fatal wound. In addition you didn't have to worry about complicated medicines or expensive battlefield surgery as this hadn't been invented to complicate things.
In those days most people couldn't afford lawyers, so if you ran over a peasant on your horse you didn't have to stop and pass on your insurance details.
Without TV you didn't need to know about child abuse etc So could happily continue fkucing your children without anyone caring a jot.
Pensions were non existent (unless you made it out of the armed forces alive), and besides they were less use than a chocolate teapot as retiring was THE exclusive preserve of the dead.
ok I'm pi**ed off with work and I'm taking the mick, but this mystifying idea that 'back in the old days it was better' is quite frankly cobblers if you ask me.

Actually, it was The Jacksons. Motown claimed they owned the name, so when they went to Epic, they became The Jacksons. Oh, and one of the brothers left (Jermaine, I think) so they were the Jackson 4 ! Yeah - you're right... ah well.. it's from a category and era of music that should be gathered up and shot into space in its entirity, it's proponents included.
