Traffic light timings are rubbish

There's a Traffic light controlled T junction that I have to use every morning to get to work and it regularly generates around a 1 mile tailback leading up to it.
One morning the lights failed , amazingly the tailback dissapeared and everyone sailed on through with no bother at all. It was a bit like one of those motorcycle display team things.
The lights were down for 2 days and it took about 10 minutes off my journey time. As soon as they 'fixed' it we were all back to hanging around waiting our turn again.
And I thought traffic light timings were supposed to be worked out by some clever bod in a hi viz jacket.

The backlash will happen though.
People will ignore the lights.
Its already beginning. I travel on the bus everyday and there is a set of traffic lights that are absurd. 5 minutes red 5 seconds green.
The buses are ignoring the traffic lights. What they do is simply all tailgate each other through the light so when it goes red another couple of busses just tag along through the red. It isn't dangerous cos the traffic waiting at the junction can see that there is a train of busses just streaming through and aren't about to kamakazi into them.
It does make you wonder who set the lights though?

Traffic lights are primarily to improve safey, not reduce conjestion (though in some instances it can help ease the situation). highway engineers also have to take into consideration pedestrians as well as the motorist, though if its a new set of lights phasing can take a few weeks to get right after some tweaking. Inevitably there will be an increase in journey time. Two days is a long time to fix lights.
