What's a "NUMPTY"?

A person who makes it so apparent to the average motorist that they are completely unsuited to the technology and complexity of guiding a vehicle on the Queens highway that they should be stopped, dragged from their vehicle, slapped about the head with a copy of the highway code and made to use public transport.
Thus making said Queens highway more accessable to Pistonheaders

I can't say exactly what a numpty is but I am "lucky" in being able to describe an example of one from only yesterday :-
"The driver who believes that is their duty to stop at the intersection of a motorway and the associated slip road and who also ensures that no vehicles behind may pass until no other vehicles can be seen either pro or re ceding from the aforementioned area of motorway" -
i.e the silly bugger
(I'm sorry but it was a woman - Mrs Gopher is a very competant driver and I do hate to knock driving ability based on sex, but felt that I had to say it)
Got to the entrance of a motorway doing 50ish - did not like the look of the gap available (a mere 3-400 yards) and so turned right from the inside lane (so blocking both) and stopped. Waited untill they could not see another car comming - luckely not rush hour.. -before proceeding on fairly empty motorway in outside lane doing - 50(ish)
jees - i'm doing some ranty type stuff tonight, perhaps I should go down the pub and have a beer!
edited because I've not been down the pub, but I have had a few glasses of wine and my keyboard skills have sufferred as a result.
