'Do not travel unless absolutely necessary'

I have heard the Police in Essex use this phrase quite a bit during the recent snowy weather. Does anyone have a correct interpretation of what it means?
Does it mean 'Don't go to work unless you have an essential job' (ie nurse, doctor, fireman etc)or 'Don't go to Tesco's'.
I once got told off by one of my Directors when I Manager of an office because I told the Secretary she didn't have to come into to work due to the snow. I thought this was reasonable as the buses were not running in her village and unlike everyone else in the office she did not have a company car. But if the Police are saying not to travel surely this was sensible?

This email has been sent to everyone in the office today - a lot of peed off people.
A number of people did not come into work on Friday. This should go down on timesheets as holiday unless work was taken home. For those who did not plan ahead and feel they have a justifiable claim for not taking holiday they should send an email to *** asap.

You can bet your bottom dollar that if senior management were caught in the snow last Thursday they didn't take Friday (assuming they didn't make it in) as holiday. One rule for them, one rule for everyne else.
Where's the common sense; and even the govt/county councils got it wrong (with there advanced weather warning) how are we expected to make a better judgement?

Simple, just claim that work was taken home. Who is going to be able to say with certainty that it was not?

Have a quiet word with them and say the next time they undermine tour authority to a direct report, you'll be speaking to the chairman/MD about it.
In my experience it appears to be that on reaching Director level in a company you immediately turn into a complete tosspot with no compassion for anyhting other than your balance sheets.

In 2000, on a Thurday morning, it snowed like billy o round here.
No one else got in to work.
I was the only one, and my "manager" called up (he didnt get in) and told me to work all day...hrumpf! Indeed!
Funny part was, that i couldnt have done any work as no customers made it in either, they all cancelled.
So after bout an hour of twiddling my thumbs i said Bollox to it and went home.
Didnt stop the complaining twat from playing his lip over it, hypocritical git, needless to say we parted company shortly thereafter....
