What do they do with the money?

Even wondered what exactly happens to the dosh mountain created by Gatso's, Dartford River Crossing Tolls and soon to add Congestion Charging ? All these cash cows have been official labelled as being "used for investment into the transport systems" and in particular public transport.
Well yesterday I found a nice little example of where the money goes, lots of public buildings like hospitals etc nationwide are having these super dooper large plasma screened, vandal proof, worth 10's of thousands "information screens installed at their points of exit, and the idea of the information? well they don't do anything flash like tell you that Sid the bus driver is running ten minutes late because he had a full breakfast B at the depot, the simply display the timetable of when the next bus is due. These displays are being rolled out to cover city centre bus stops, and other place of importance.
Now don't get me wrong the idea of getting the poor people on bus's is all well and good (
) but wouldn't the money be better spent on things like LPG conversions, road inprovements, and modernisation of the fleet rather than hi tech geeky gadgets that actually do nothing new, and offer no actual efficiency inprovement over what used to be used, A POSTER !!!!!!
It's just pure and simply w@nkering of budgets.
