Is 'War' the right word?

Does not the word 'war' imply a conflict between two or more countries where there is at least some equality of risk and threat?
It seems to me that if the US and UK attack Iraq then the result is not only a foregone conclusion but the only question is how quickly will the Iraqi defence fold, 24 hours? more? Surely that's a police action, not a war

And another thing, the French (and many others) are saying that there is no proof that SH has weapons of mass destruction. But would that be the only viable reason for getting rid of him? Surely all dictators (especially such nasty ones) should be got rid of on principle?

I said it was a conflict for us and war for Iraq.
