Yes but you can hardly blame Interpol for not going after these "master" criminals, as none of them were driving cars when commiting their crimes. We must allow interpol to prioritise effectively as they have demonstrated they can do in the past.

Alternatively make them answer to a committee of Carzee, Derestrictor, Madcop, Outlaw and Deltaf.
