I think what you need is a valuation from the country you are importing it from, as generally that is the value that VAT and duty will be paid on.
The person you are buying from cannot just produce an invoice? Surely what you are paying is the value? This assumes you are buying it.
A friendly car dealer from the place/country you are importing it from could put something in writing? Might do it for a few beers?
Just ideas, I've never done it myself, but do import a lot of stuff.
Edit: do you know someone in the country you are buying it from? Could they not knock up a receipt/invoice?

I part exchanged my french car for it with a dealer in France. He wrongly told me I just had to send in the V5 and change it to my name. king.I did as AB suggested and contacted the dealer I bought the car from. He told me he didn't agree with the process that DVLA and HMRC were following. That's alright then. I'll just tell them both that Gary in France says they're wrong. He also sent me an invoice.
In fact, I managed to get a proper valuation that's less than the the invoice so I'll send that in. I learned from the customs agent that they handle a lot of these cases, people bringing cars over from France without realising the status of the car. I also face a fine of £5 per day for every day after the 14 day grace period that I delayed sending in the paperwork. This is proving an expensive mistake.
