2 mile tail-back, 2 trafpol, 1 lane closed but why?

On the A47 Norwich southern bypass this evening I got stuck in a traffic jam. TA reports on the radio where saying severe tailbacks due to a vehicle blocking a lane. 2 miles and 40 minutes later all slowly becomes clear:
One lane coned off- fair enough, must be a serious incident.
Some police signs- yup definitely something quite serious.
2 police cars in lane 1 with blue lights on- 2 cars? at least there must be a good reason for this hold up then!
2 policemen stood in lane 1 having a laugh- must be over the worst of it then.
And then finally, the cause of all the congestion: An old badly modified Vauxhall Corsa half blocking lane 1 with the most serious of all motoring related afflictions; a puncture...
So rather than drive or push the car onto the verge where the driver could have either changed the tyre or left the car until it could be recovered without disrupting the flow of traffic, they closed 1 lane of a dual carriageway at rush hour and let traffic build up for nearly and hour and over 2 miles. What is going on in these peoples minds?!
Surely the first thing you do when something goes wrong with your car is get off the main carriageway? It's not as if you can't drive on a flat tyre, or 3 men can't push a car with a flat tyre onto the verge.
