Has the law changed on used car parts?

I have cut and paste the below post from another forum I frequent and credit it to 'MGR South Devon' It is concerning with regard to parts sourcing.
Just a heads up on some new rules being brought in on ebay regarding Environmental Permitting Rules.
If you are selling used parts on any platform, it appears you now have to have a environmental disposal licence, ie a breakers licence.
Basically if you are not a licenced breaker, you are not not allowed to strip cars and sell the parts. To enforce this, the environment dept has found a back door way to enforce, by getting ebay to take down any used parts listings that do not disclose that the cars are stripped on a licenced premise.
This will affect a lot of sellers of used car parts, and could also mean that it will be harder to get hold of used parts apart from buying from a breaker. I am not sure how this will effect some of us here on the Forum, but any of the traders who are selling used parts without a licence may fall foul of the law.
Upshot is, MG Rover parts will be become even harder to get, as most breakers do not strip them but put them straight into the bailer.
As an Ebay parts seller with a business shop we had a direct message from ebay regarding this. Fortunately, having read all the rules on ebay and also the government website, we have found a legal way around this as 80% of our parts are obtained from two licenced car breakers. If you sell on ebay you can check this out yourself on the section about this on ebays rules.
I would add that as a bona fide garage, we have a duty of care when it comes to waste management etc, so we did not consider we were 'breaking any rules' but it appears the environment dept now think differently, so we are having to rethink how we obtain used parts in the future.
In our opinion, we think this is an underhand way of getting the older cars off the road and forcing drivers into electric cars. If there are no used parts to keep these older cars going, then they will all have to be scrapped.
It will be interesting to see how Ebay do actually respond to this and if they will target private individuals as well as business sellers. They will lose a lot of revenue if they remove the non compliant used parts sellers, as the used parts platform is massive on their site.

Their eBay shop now said:
We are not breakers, but as MG/Rover Specialists, we stock a selection of quality MG/Rover parts including body panels, trim and mechanical parts from P/ex vehicles not good enough for retailing.

I’ve heard about this, just seems like a PITA to me. Reading between the lines I can well believe that if the source of second hand parts dry up through “environmental” legislation, it suddenly becomes more difficult keeping older cars going as many new parts are obsolete, effectively forcing them off the road.
The real nail in the coffin would be making it harder/impossible to sell brand new parts destined for vehicles over a certain age. Although my car is 18 years old, the vast majority of the front suspension is less than 2 years old, for instance. If that dried up, I’d be buggered.

Reading that and the info on the governments website, it seems ebay are "gold plating" it to include private sellers, which doesnt seem to be a requirement of the government.Selling second hand parts

I suspect it's more that they can't be arsed trying to make a distinction between private and trade with all the headaches that will bring them so are just bringing it in globally.
It won't affect their profits much, so they won't care about the private seller who wants to sell bits off their own car.

The Government know full well that time is up on fuel duty. You know those Smart motorways? Those gantries are all being installed for pay per use charging infrastructure; which when combined with urban / local ANPR will allow the Government to charge you for road use directly.
It also sets up an infrastructure onto which technology that supports self driving can be installed.
This will just drive the dodgy second hand market underground, the crooks will always find away around this and the only losers will be the folks trying to find a part for an older vehicle.
Every time the govt becomes involved in something like this the only losers are the general public, if the criminals can't dispose of them by crushing they will dump them anywhere convienient after removing identity. Guess who will pick up the bill for that?

Sure it will , maybe make it even easier to make nicked stuff legit , the thing that’s made the biggest difference is Brexit due to more checks at the ports and having to list items in a shipment, so it’s a lot harder to get stuff out to Eastern Europe which seems to be where most of the hooky stuff and vehicles ended up previously.

You don’t need any of those things for self driving. For new cars you won’t need the gantries for road charging.The Government know full well that time is up on fuel duty. I've got some car parts listed on ebay (private account) and just received a warning email about it.

I'm thinking it's a token gesture by ebay to keep the Vehicle Recyclers’ Association and Environmental Agency happy? Looks like they did something similar in 2018.
