20 mph limit on rural roads in Surrey as a pilot

It seems a very extreme reduction, from 60 mph down to 20 mph... All because some kids burn out cars, and 4x4 zoom down those roads.
I can't see it bothering "those people", or is it a good thing? Could it be the end of the B road blast?
