On my travels like some other sad folk if I see a rotten car I sometimes do a history check to see how bad it really is.

Lets gloss over the fact I was at a car boot tongue out

This one roused my suspicions due to there were several tangerine sized holes through the sills.

Computer says...

Ahh

Not to worry it was in fine fettle for its last mot..

Car boot consisting almost entirely of tools, scooters and pushchairs. Stuff that can be easily nicked from gardens.

At the risk of being ridiculed ....

.... whilst it's patently obvious to us that there is a great deal here for the driver / owner of the van to answer for, how does a regular citizen bring something like this to the attention of an authority that is likely to do something about it??

DVLA - "Nothing we can do as the photo shows it parked on private land"

Police - "Nothing we can do as we're under resourced and prefer to hide in bushes collecting revenue from tax paying, insured motorists of fixed abode"

I did check a L200-type pickup the other day which had a complete outer shell of mud over the original steel, much of which was missing. If I had been a cop I'd be saying no tax, no MOT, no insurance... but in fact it had all three... just a farmer type who never cleans his truck. So it can go either way.

I saw this Ford Escort recently parked up on the road looking for all the world like it was dead. But alas, it lives - barely! I wouldn't want to crash it though looking at all the advisories.
