Just read a few articles on proposed legislation for cyclists being policed for speed limits and red lights, therefore requiring registration plates.

Considering the cars around that shouldn't be on the road (no vehicle tax, out of date MOT), motorbikes and mopeds being ridden with no plates or lights by kids with no helmets I don't think those who should be getting these off the road really have the capacity to also manage bicycles too.
