scrapping smart motorways, speed limits has been mentioned?

[Pan Pan Pan]

Recent announcements on the news appear to suggest the possibilities of smart motorways, and speed limits being got rid of. Wonder if: A. This `will' happen, and B. what will happen if this does in fact take place.
Does anyone out there have any thoughts on this?
