It really depends on the product.
Loose fruit can be 'new', even if it's been mauled by lots of people.
A car is usually 'new', even if it has delivery mileage on it and had a repair during the PDI.
But for any white goods, for it to be sold as 'new' I'd say it has to be in its original external and internal packaging, and in the same condition as it left the factory.

It does depend on the product and also if it's been returned how that impacts it's use.
For example I bought a watch from Amazon, claimed to be brand new. When opened all the seals were broken, tags removed (but in box) and hand written label on the back. That to me felt like a used item and having no idea the actual age, the battery could go much earlier etc.
For a solid mechanical item which hasn't been 'used' as such I might be a bit less fussy.
It is a bit disappointing when you spend your hard earned on something new and someone has had their grubby little mitts on it! haha

eBay have this one covered. I often sell parts that come with cars or have bought by error
and there is the category new (other). For parts, it's if they've never been used or fitted, or the box has been opened. For cars themselves, they're no longer 'new' once it's been registered.
A friend of mine insists (brags really) that he only buys 'new' cars nowadays, but he doesn't. They're usually ex-demo or cancelled orders with very low mileages, ostensibly 'new' but not really. And it's been a lot harder this year for him to change...

How is a car that you purchase from a main dealer as a “cancelled order” not “new”?

For a car related item I'd say as long as it hasn't been fitted it counts as new. If it has been removed from the sealed bag or box to compare to the original, for example, that would be new.
This. Car stuff if its opened and handled is still new, fitted it's second hand. For other stuff like home electronics it's second hand the minute it's out of the packaging IMO.
