My tin top car is a 2015 Vauxhall Insignia Eco. It's CO2 emissions are under the magic 100 Grams/km and is therefore exempt from road tax. According to the online checker I'm no longer allowed to drive this car in the low emissions zone. However my 2009 Caterham with the venerable K series engine firing flames from the exhaust is allowed.
Bonkers or what.

And if you do drive in, it’s a £60 fine. Do it again and it’s more as they escalate. Goodbye city centre !

They are measuring N02. Bristol is the same and its had no impact on volume of traffic. I think the LTNs that you and Bristol get next will impact the traffic flow more

I assume your Insignia is a Euro 5 diesel? I think Glasgow have the right idea, what is the point of having a ULEZ if people can just pay £12.50 to get around it?

Glasgow's LEZ where more than a third of council-owned vehicles are unable to travel into the zone because they don't meet the standards?

The one that went live on 1st June, but the council didn't have the measures in place to enforce the zone?

Glasgow and Scotland are run by political imbeciles
